That's correct. The exact effect depends on the capabilities of the OS.
For some OSes, we can actually delete the open network, in others we can
only mark it as "Don't connect automatically".
What we do not do is to actually tear down the connection to the
onboarding network immediately - settings take effect after leaving the
network.
