One possible reason for it is the following:

Our installation programs get digitally signed using a (redundant)
hardware device. A few weeks ago, there was a breakage on both signing
devices simultaneously, and during that time, newly signed installers
got corrupted.

We also have a cache - and the corrupted installers would stay in the
cache unless manually deleted.

This was only for a short time, and we deleted all the corrupt
installers we found - the next downlaod then triggered the creation of a
properly working one again. Your report fits roughly into the timeframe
when we had this problem.

Can you try the following two options:

1) try it again today. Maybe we fixed your problem in the meantime by
deleting the cache as desribed above.

2) download the installer in a different language - that's a new and
different installer, and won't be taken from cache. If that works,
please get back to us with concrete information of
a) which institution name and
b) which language is the one that was broken

We can then wipe the cache entry and let the system produce a new installer.

Needless to say: if this does *not* fix the issue, also get back to us
so we can continue to investigate.
