In your message, you are missing two distinct things to do.

One is to get a username and password. eduroam CAT does not do that for
you - the account is created at the institution you work at.

Once you do have an account, you can then use the CAT installers to
configure your devices. The installers will ask you for the username and
password, but you are not free to create anything new there; you can
only type in your existing account data.
