Hello,

you are actually /expected/ to use Safari on Mac, as it is the only
browser guaranteed to open the resulting file with the Preferences app.

I have now fired up my Mac (Sierra, I do not have El Capitan, sorry) and
downloaded the El Capitan installer with Safari. I got the file and it
got dropped immediately into "Downloads". Shortly afterwards, the
Preferences app popped up and asked me if I want to install eduroam.

I'm afraid I can't reproduce your problem at all.

If you want the file: please contact your IT support, to either find out
why your browser behaves non-standard or to give you the file
themselves. We don't mail around installers here.
