If your server is NPS then indeed the result of the static tests is not
something to be alarmed about.

However, the live login test should work - but in case of NPS only if
you do NOT fill in a non-existent account name in "Anonymous outer ID
(optional)".

So, did you leave that field empty OR filled in an existing account name?

If the tests do not work then, there is an actual problem in the routing
infrastructure. With your realm ending .edu, and no dynamic routing info
(a.k.a. NAPTR records in DNS), I would guess that the then-required
routing exception in the top-level servers is missing. Your NRO knows
how to do something about that then.
