In theory, when an IdP pointer is provided, no geolocation shoiuld be used. In practice, the interface checks it it has country set and if it matches the one recorded in the IdP settings. If the two do not match, everything gets reset. Te reason for this check was to react to people supplying contradicting arguments. 

Under "normal" circumstances, the country received form geolocation would match the one taken from the IdP and the user would not notice the difference. If geolocation geas somehow bad that the bug surfaces.

We will work to remove the problem ASAP.

I wonder if it wasn't necessarily a wrong geolocation, but a mis-handling of failed geolocation (sees "" or similar as a value rather than null, tries to match against a the list, nothing ends up selected, browser ends up selecting the first option, _javascript_ then filters the IdP list to not have ours)?

What must be happening is that the interface for some reason picks a wrong location from geolocation and then uses the country value picked from there rather then directly from the idp identifier that you provide.

Why golocation does not work is another matter to check.

We've recently been seeing instances of the CAT website listing the wrong country (and therefore wrong institution) on page load despite the idp query param being correct.

Our users normally hit a local friendly URL (https://eduroam.bethel.edu) which redirects to the CAT site with the idp= tag which defaults to us and the right OS. It appears at some point (possibly the latest iOS revision) the URL is still right but the selection is the first option in the list. The issue does not happen on 9.5.3 (latest for no-10-version phones), at least on our WiFi. The Help Desk is reporting that it sometimes works on WiFi but on cell it does not (geoip issue?). The user can still change the country and pick us, but the Help Desk is of course not thrilled. Has anyone else seen this?
