to be in eduroam, your organisation needs to sign up with the relevant 
national
roaming operator - this is usually your NREN - eg in France, RENATER; UK, 
JISC, 
Germany; DFN etc. 

if you are already providing the eduroam service (have already done that 
process)
then to be listed in eduroamCAT is just the next stage - you need to contact
your NRO again to get access...the NRO admin will then grant you access to 
eduroam
CAT admin panel...you then create your profile (upload correct things etc) and
mark it as production ready (setting in the org profile) and then your site
will be listed   (check the eduroamCAT admin guide for more help).
