The eduroam CAT installer for University of Tartu sets up a number of
security parameters which make sure you only connect to genuine eduroam
hotspots.

The manual instructions in the wiki you quote turn OFF all the important
security checks. It is not allowed to suggest turning these off for an
identity provider. I have escalated the issue to eduroam Operations so
that the Estonian national roaming operator is informed and gets this fixed.

If you are unable to connect with all the security checks turned on,
then this is either a network infrastructure problem (which your IT
department would be responsible for and diagnose) or actually a rogue
hotspot. In which case you have sent your password to a random third
party, congratulations.

Of course a malfunction of the CAT installer is not in principle
impossible, but your university's certificate settings are very common
(DigiCert TCS certificate) and appear to be correct. Many universities
use those same settings successfully in CAT.
