Demonstrably not, I'm afraid.

This list gets far to many queries from end users.  It is apparent that 
whatever they see, however they find it, is not clear enough for them what 
CAT is, and with whom responsibility for the parts of it, or the eduroam 
implementation at their site.  Or their device.  They just want to get 
their thing working, in most cases, but CAT is where they end up somehow 
and it isn't obvious to them what it is -- but there's a link that says 
"report a problem" and that much they understand, so that's what they do.

The link to the FAQ isn't obvious, many end users don't now know what 
"FAQ" means, and they don't understand it anyway.

At the very least, the list should allow posts from subscribers only, and 
auto-reply to non-subscribers (or direction to a web page) explaining what 
CAT is, what it isn't, and offering information on where they really 
should be going for advice (or else subscribe).
