Even when I talked to someone with a business card of "Core OS
Networking", his suggestion to get in touch was: bugreport.apple.com.

Feel free to submit the bug there :-)

FWIW, Windows 7 is behaving "as intended": the PEAP specification states
that the name is taken from CN, not from sAN:DNS.

But I do agree that the El Capitan issue looks like a clear bug.
