what browser are you using? If you use Safari it will detect the file type 
and launch the
profile tool. if you use eg Chrome or Firefox is will just download it 
silently (you'll need
to go to your Downloads folder and double-click the .mobileconfig file

as for register, what register link? anything on the eduroamCAT page other 
than the installers is for
site admins, not end users of the service.

for any further issues, please contact your local IT support (who are 
contracted to support you
for any eduroam issues)
