I was configuring up our institution to do some testing and ran in to a
problem with the mobileconfig files failing to open. Digging into the xml
file, I noticed that ampersand in our name was not being encoding properly
for the PayloadOrganization property.

<key>PayloadOrganization</key>
<string>Texas A&M University</string>

Encoding the ampersand corrects the issue.
