Yes. Chrome doesn't deal with the mobileconfig mime type. Safari is needed to throw the profile to the OS. On our mobileconfig page we detect the browser/client and warn if it's not safari (mobile or OSX flavour. ... which we had to update years ago when lion came out and OSX started to support mobileconfig files ;) )
