I just googled for it :-)

It seems to have to do with not being authorized to change network settings.

Does this happen to a user who does not Administrator rights on his machine?

It may be that the Network Preferences is locked for him, which
understandably will not allow him to install the incoming profile.
Nothing we can do inside our config profile to fix that.

Can you verify if that is the case?
