eduroam CAT allows those administrators to upload their contact details.
If they do, we show this information on the main download page of the
institution, and embed it in the installers where possible.

However, Pennsylvania State University does not appear to be listed at
all on the CAT download interface.

So... we don't know who their admins are. Being a PSU person yourself,
you are in a much better position to find out than we are: this is a
mailing list of a voluntary-use Operations Support Service element of
eduroam - and PSU doesn't seem to use us.
