Yes we can here at CANARIE. 

Your SAML IdP is already in eduGAIN so you have most everything in place for it.

We'll take care of your request off-list.  Attribute release will be needed to access cat.eduroam.org

I am wondering how we could add Université du Québec à Montréal to the CAT system.  We use eduroam through the Canadian Access Federation (from Canarie).
